Measure 035: Sim Ratings

PROPOSAL 035: SIM RATINGS

Due to recent discussion about sim ratings, the Joint Fleet Command feels that further clarification and definition of the ratings system used in Obsidian Fleet is in order. Accordingly, we hereby propose the following:

1. There shall be three distinct rating levels created for sims in Obsidian Fleet:
a. “13+” – The standard rating for all sims.
b. “15+” – May contain limited sexual and violent scenes or have content not suitable for younger fleet members.
c. “18+” – May contain sexual and violent scenes or have themes and content not suitable for younger fleet members.

2. All Obsidian Fleet sims shall, by default, have a rating of “13+”. Any Commanding Officer who wishes to request a higher rating for their sim may do so through the following process:
a. E-mail the Fleet Operations Department (consisting of all TFCOs and the Joint Fleet Command - fleetops@obsidianfleet.net) requesting the change and giving detailed reasons why you would like the increased rating for your sim.
b. Your Task Force Commanding Officer will contact you to discuss the reasons for your request and will report back to the Fleet Operations Department.
c. The Fleet Operations Department will then review the request and make a decision. You will be informed of this decision by your Task Force Commanding Officer.

3. If a rating increase is approved, the sim rating *must* be clearly displayed in the mission notes of the sim’s IFS entry, the front page of the sim site, and the sim’s application form.
a. Sims linking to the Obsidian Fleet application are exempt from displaying the rating on their application form.

4. If a rating increase is denied, the Commanding Officer may apply again for a rating increase 90 days after being informed of the decision.

5. A master list of rating increase requests (both approved and denied) shall be created and maintained by the Joint Fleet Command and be made available to the Task Force Commanding Officers, Office of Personnel Management, and Office of the Judge Advocate-General.

6. To reflect these changes, General Order 07 be rewritten as follows:
All Obsidian Fleet sims shall, by default, have a minimum age limit of “13+”. Sims may apply to have a limit of “15+” or “18+” and must comply with the Obsidian Fleet Equal Opportunities Policy in doing so. Unless an applicant is below the age limit for a sim which has properly applied for and gained a higher age limit under the EOP, it is against the EOP to reject an application based solely on the grounds of age.

Regardless of a sim’s age limit, posting language must, at all times, be proper and polite and respectful of other Fleet Members. Fleet Members must exercise good judgment about what is acceptable. Under no circumstances will pornographic or gratuitously violent material be allowed. If in doubt, a player should err on the side of caution.

7. A section detailing sim ratings shall be created in the Commanding Officer’s Resources, and a player FAQ shall be created to outline the types of sim ratings allowed in Obsidian Fleet.

If approved by the Fleet Council, these changes shall be put into effect immediately.
