Commander Richards has done more than enough to qualify for this award. Since he joined the Gemini (formerly the Sentinel), he has gone from Ensign, all the way up to Lieutenant Commander. He has been a member of my SIMM since the very start of my career, and he has he has done his service as the Chief Operations Officer long enough to be recognised.

Since receiving this award, Phillip Maxwell's rank changed to Major.
Since receiving this award, Phillip Maxwell transferred to Deleted Character Pool.
