The second group, the Rugas, immigrated to the planet about a century ago. The two groups have never really gotten along, but over the last couple decades their relations have really gone downhill.

The Rugas are a little more technogically advanced but not by much. But that advantage has allowed them to expand their territory into the ‘forests’, displacing the natives.
Last week, a Vexarion sect exploded a transport in front of a Rugas shrine killing fourteen. As you can imagine, the Rugas have ramped up their security and their aggression.

The Rugas have a parliamentary government with a Prime Minister. The Vexarions’ system is less known. For a few years, every time they elected someone the Rugas claimed they were a terrorist and killed them.
So they’re keeping their heirarchy close to the vest.
